I want to say Thanks for the information provided and the support you have given my family during the years my sons atteneded the public schools. Many parents are not aware of your help and assistance with you and the schools. Or the laws that give them rights to help thier families. Your organization was a big help in keeping my son in school. Thank You. Between the police and the schools the children do not have a chance in some cases. I sorry but my trust in the public agencies is not there anymore. These schools teachers have to much control and so little time with these children. They throw them into a make shift school and let them graduate with a GED. They have broken the spirite of will and confidences. These teachers just stay for the pay. In stead of retiring and bring in fresh knowledge of what is really going on in this world today. I mean twenty years, thiry years ago laws were different. I have seen with my own eyes teacher that work very hard with the students while others put thier head in the sand. Parents are also responsible and should be on top of thier childrens friends, thier wereabouts, watch thier grades. Talk to them about thier choices and the consoidences of thier actions.

Needless to say that many children have disablilties ADHD, Depression and the list goes on but parents need this info from FACT. So if you sign up for the newslettter then email new info to responsibile parties. Including yourself if it applies. Again Thank You

How can any intelligent human being say that it will be less expensive to house individuals in a private home with 24 hour staff. Some idiots need to do some math! Take minimum wage at 7.25 per hour and multiply that by 24 hours and then add in the cost of utilities and food. Now add all of the other extras in like transportation and oh yeah, don't forget those individuals who require 2 staff members per day for 24 hours because of behavior issues. Now, realize that our state government is LYING and that most of the existing centers are full of individuals who have already tried this type of setting and weren't successful in it! You should also investigate the stories of abuse and neglect since no one watches the staff! What they don't say is that the employees of the existing centers love the individuals they work with and would not stand for any other staff members to abuse any consumers! Another thing, the buildings that these people are housed in were built years ago so there is no way in this world that there is any housing cost overhead other than maintenance and utilities. I think they are lying about the budgets as well. They are including all of the medical costs that will still be a part of their care. What the state is doing is trying to make everyone think its going to save us money. Well folks, which is more broke our state government or our federal government becasue inevitably someone is still going to pay. As for the declining census in the centers, the real truth is that the state no longer allows admissions and hasn't since 2008. So no new admissions and forcing people out only translates to falling census DUH! There are people everywhere lining up to be put in these places but our loving concerned state officials care so much that they are turned away. WAKE UP TO REALITY!

Contact your legislators and let them know you are in support of this bill!! Every person currently residing in a Hab Center should have the opportunity to live and be active in his/her community. There is still a plan to provide a residential type setting for individuals who are a threat to self or others....
People are not going to be without supervision, or put on the street, or become a financial burden to their parents again!
Community placement COSTS LESS and provides the same individualized supports!! People who are not familiar with community placement should contact their local DMH-DD office or County Board that provides services and inquire!

Too bad the state of Missouri and Missouri Department of Mental Health as well as Senators don't take the time to "develop" the settings that work in the community. Instead of targetting closure, why don't you examine why these folks are here in the first place. It's because the community settings have failed them. So Senator Rupp, create something that works.

Dear Parent Advocates,

At it's meeting on January 13, APRAIS members http://aprais.tash.org/MemberOrganizations.htm (Alliance for the Prevention of Restraint, Aversive Interventions and Seclusion) reviewed the opportunity to further our advocacy efforts for effective federal legislation in all 50 states to reduce and prevent restraint and seclusion use in public schools, or in schools that serve students who are receiving educational services through the use of federal funds.

Through APRAIS, we have an opportunity to continue an effort to pass effective federal legislation to reduce and prevent restraint and seclusion use in schools. The practice of restraint and seclusion presents a very serious health and safety risk to all students, and is most often used to control behavior of young students with disabilities and non compliance issues. Restraint should only be used as a very last resort and when behavior poses an imminent danger and substantial risk of physical injury to the student or others. Protections for students are long overdue. Each day we delay, school children are traumatized, injured and killed.

Seclusion/Solitary Confinement should NEVER be used on children with disabilities. If School Districts have the money to build seclusion rooms, they should have the money to build comfort or sensory rooms to help our children when they become overwhelmed. Our children are not criminals and do not deserve to be locked up in seclusion/solitary confinement rooms.

PLEASE help stop the unnecessary use of restraint and seclusion used on our children with disabilities in the public school system. Our children are counting on us to keep them safe.

Regards,

Phyllis Musumeci
